Kenneth L. Pritchett has served as an elected member of the Petersburg School Board since July 2006, representing Ward 3. He currently serves as Chair of the School Board, a leadership position he has held for the past 18 years, providing steady governance and strategic oversight for the division.

A native of Dinwiddie County, Mr. Pritchett has lived and served in the City of Petersburg for more than 35 years. His commitment to public education extends beyond the local level. He previously served two years as Chair of the Southside Regional School Board, representing 18 school divisions across Southside Virginia. He also serves on the regional board of the Maggie L. Walker Governor’s School for Government and International Studies, where he has held both Chair and Vice Chair roles.

Mr. Pritchett’s leadership includes service on several key committees, including the Petersburg School Board Disciplinary Committee, the Petersburg Liaison Committee for Intergovernmental and Community Relations, and the Petersburg Schools Gifted Committee. In addition, he was reappointed by the Petersburg City Council to serve his second full term on the Brightpoint Community College Board, with his term
extending through June 30, 2029.

Mr. Pritchett holds a Master of Arts degree in Pre-Elementary Education and a Bachelor of Science degree in Interdisciplinary Studies from Norfolk State University. He also earned an Associate in Applied Science degree in Human Services from Brightpoint Community College (formerly John Tyler Community College). He is the proud father of two daughters, both of whom are college graduates, and remains deeply committed to educational excellence, community engagement, and student success.

Born and raised in Petersburg, Virginia, Taccarri Tucker is a devoted wife, mother, and lifelong champion for her community. She is married to Marquell Tucker Sr., a fellow Petersburg native and graduate, and together they are the proud parents of three sons—Marquell Jr., Zion, and Zacari—two of whom currently attend Petersburg City Public Schools. Family is the foundation of Taccarri’s life. She is the daughter of Vernon Jr. and Karen Graves of Petersburg. She is also the beloved granddaughter of the late James Gregory and Edith Gregory of Petersburg, and the late Vernon Sr. and Ruth Graves of Waverly, and James Cole of Petersburg.

A proud 2009 graduate of Petersburg High School, Taccarri exhibited strong leadership early on, serving as both senior class president and president of the Petersburg Teen Council. She continued to lead at Chowan University in many capacities, earning a Bachelor of Science in Criminal Justice in 2014. She is also a proud member of Zeta Phi Beta Sorority, Incorporated.

Taccarri’s passion for community advocacy runs deep. For years, she has worked tirelessly to uplift Petersburg’s youth—coaching sports through Petersburg Parks and Recreation and within local schools, introducing students to new opportunities beyond their everyday experiences. As a Division Family Engagement Specialist for Petersburg City Public Schools, she spent three years fostering meaningful connections between families and schools, providing vital resources, and rebuilding trust within the community. Her work has offered stability and support to countless students and their families.

Now, as a proud newly elected member of the Petersburg City Public School Board, representing Ward 4, Taccarri is committed to restoring Petersburg’s sense of family and unity. She firmly believes that the city’s children deserve the very best education, and she is dedicated to making that vision a reality. She advocates for transparency in board practices, policy reform, equitable pay for teachers and support staff, and an inclusive approach to educational governance that ensures every voice is heard.

Taccarri takes great pride in serving her community and believes that giving back is not just a responsibility but also a calling. You will often hear her say, “I have a servant’s heart.” Her deep-rooted passion for service fuels her commitment to making a difference in the lives of Petersburg’s children and families.

Taccarri has always been a relentless advocate for education, youth, and her beloved community. Her passion, dedication, and unwavering commitment to progress make her a strong leader for Petersburg’s schools. As she always says, "Change Only Comes With A Fresh Yes."

A native of Petersburg and proud to have been educated in Petersburg City Public Schools, Steven L. Pierce Sr. was first elected to the School Board in 2006. He serves on the Petersburg School Board Disciplinary Committee and the Petersburg Liaison Committee (Intergovernmental and Community Relations). His professional career spans more than 40 years: 23 years in the U.S. Army where he achieved the rank of master sergeant (retired), 16 years with Delhaize America aka Food Lion (retired) and currently with the Department of Corrections where he has spent the past five years teaching job skills to offenders. Pierce earned a bachelor’s degree in human services management from the University of Phoenix and an associate degree from Cornell University. He is married to Elaine, who is a retired educator, and they have two sons and five grandchildren.

Hal B. Miles Sr. is a retired Chemist/ Plant Production Manager from Honeywell and Evonik-Goldschimdt respectively, which specialize in Quality Control, Quality Assurance, and Safety. A product of Petersburg City Public Schools, he is a graduate of Virginia State University in Chemistry with Graduate and Advanced Studies from VSU, VCU, U of R, and J. Sargeant Reynolds CC. Past Community/Services/Honors are Lobbyist for Multiple Sclerosis in Virginia General Assembly, 2x Sports Hall of Fame Coach, Youth Mentor Concerned Black Men, School Security Officer, Teacher, Hurricane Disaster Relief Worker, and Elder in the Church of Jesus Christ LDS. Elected to the School Board November 2020 for Ward 2.

A resident of Ward 5, Petersburg for most of the last 20 years, Joyce Proctor and her husband have resided in one of the several buildings they renovated after moving from Cedar Rapids, Iowa. Born in Charleston and raised in Olanta, South Carolina, where she was educated in public schools through Winthrop College (University). Received a Bachelor of Science Degree in Home Economics Education. She later received a Bachelor of Arts Degree in Business Administration from Coe College. Taught at Francis Scott Key, in Silver Springs, Maryland, and San Antonio, Texas, Independent Schools. Both were public schools, with the former one of the wealthiest with issues of busing and the latter, with issues of classroom budget, but small classes resulting in greater learning. Through the League of Women Voters, she lobbied her state representative in the Iowa Legislature to increase the funding of civil rights commissions. She was rewarded for her success by serving as an investigator for the City Human (civil) Rights Commission, where she investigated cases in employment, housing, and public accommodation for five years. Retired from Quaker Oats, Cedar Rapids, where she supervised Ready to Eat Cereals operations making Life Cereal, Cap’n Crunch, and Puffed Wheat and Rice. She transferred to the plant’s Human Resources Department and was responsible for the employment of both hourly and salaried staff and organizational development through professional training and development and team training. Her vision and mission are to ensure the best education for each Petersburg Public School student in order to produce a 21st-century citizen who can communicate, collaborate and productively perform in the United States of America. It is a natural step in her life career and is in accord with the educational philosophy of the Petersburg Public School Board.

Bernard J. Lundy Jr. has represented Ward 6 on the Petersburg School Board since 2004. He currently serves on the Board of CodeRVA Regional High School and acts as an alternate representative on the Career and Technical Education Committee as well as the Head Start Policy Liaison Committee. Originally scheduled to graduate with the Class of 1977, Mr. Lundy participated in the Petersburg High School Advanced Studies Program, which allowed him to graduate early with the Class of 1976. He earned a master’s degree in Education with a concentration in Administration and Supervision and a bachelor’s degree in Special Education from Virginia State University.

Over the course of his more than 35-year career in education, Mr. Lundy has served as a special education teacher, activities coordinator, in-school suspension teacher, and educator in both public and correctional education settings. He remains a strong advocate for the continued expansion of advanced educational opportunities that support student growth and success.

Mr. Lundy is a member of Omega Psi Phi Fraternity, Inc. (Delta Omega Chapter) and is also a Certified Crematory Operator. Beyond his professional service, Mr. Lundy is deeply rooted in family, faith, and personal discipline. He is a devoted martial artist with training in multiple styles, including the traditional use of martial arts weapons, which he practices with respect and purpose. Much of his training takes place outdoors, where he connects with nature, finds serenity, and engages in reflection and prayer. In these moments, he speaks with God and draws strength, peace, and guidance.

Mr. Lundy values honesty, integrity, and direct communication and believes in being genuine in all aspects of life. At his core, he is compassionate and caring, always willing to assist others when help is needed.
He is also a strong advocate for physical fitness and wellness, living by the belief that “health is wealth.” He enjoys exercising, embracing the beauty of the natural world God has provided, and sharing the importance of health, balance, and gratitude. To Mr. Lundy, life is a continual journey of growth—working in the garden of life, strengthening the mind and body, honoring faith, and appreciating God’s many blessings. Life is good, and so is our God.

Adrian T. Dance Sr. was elected to the Petersburg School Board in 2014. He is a 1973 graduate of Petersburg High School and a 1977 graduate of Norfolk State University, with a bachelor’s degree in Health, Physical Education, and Recreation. His professional career spans 31 years of service where Mr. Dance retired from Philip Morris USA in 2009 as a shift manager. Mr. Dance serves on the Board of the Appomattox Regional Governor’s School for the Arts and Technology, the Head Start Policy Liaison Committee, the Westview Early Childhood Education Center Advisory Committee, and as an alternate on the Petersburg School Board Disciplinary Committee. Mr. Dance is the Chairman of the Trustee Committee at Gillfield Baptist Church, where he has dedicated his time for 10 years. He is married to Angela Lewis Dance who is a retired Guidance Counselor with the Petersburg City Public Schools. They have three adult children, Adrian Jr., Ashle, and Amy, and five grandchildren.
